Miners dig deep in Queensland as LNP tops political donations league

Big donor: Clive Palmer’s Mineraology gave $176,700 to Campbell Newman’s Liberal-National party in 2011-12.

Clive Palmer’s Mineralogy is among the mining companies that dug deep to make the Liberal National Party of Queensland the most richly supported political party by donations in 2011-12.

The Australian Electoral Commission financial disclosure returns released on Friday morning reveal the Queensland LNP was the biggest recipient of donations in the financial year ending 2012, thanks mainly to contributions from mining companies.

Mineralogy, which gave $176,700, Linc Energy ($99,000) and Energy Minerals ($95,000) were all ranked in the top five donors for the party.

Paul Ramsay Holdings, the private healthcare, media, hospitality and agribusiness investment company chaired by billionaire Paul Ramsay, chose the Liberal Party of Australia as the recipient of the largest single donation of more than $500,000 in 2011-12.

Washington H. Saul Pattinson, the listed company with a retail pharmaceutical business, was the other big contributor to the Liberals, donating $200,000.

Banks, healthcare companies and mining companies dominated the register of political donors.

Total receipts to political parties in 2011-12 were around $125 million, down from $228 million over the previous year; the difference reflecting the increased donations made by companies in the lead up to the 2010 federal election.

While the disclosure of donors to political parties each year makes for interesting reading, the lag in reporting and general lack of transparency relating to political donations means it’s difficult to determine who is actually trying to curry favour with political leaders in Australia, says Brian Costar, professor of Victorian parliamentary democracy at Swinburne University and the director of the Democratic Audit of Australia.

Donations made by companies to political parties in the lead-up to the next federal election, scheduled for September 2013, won’t be disclosed until well after the election is decided, Costar says.

Individuals and companies also have the ability to contribute to political parties, either though multiple smaller donations that circumvent disclosure requirements, or by way of functions designed by lobbyists to facilitate access to leaders for participants willing to pay certain amounts of money.

“The notion there are evil plutocrats out there willing to pay anything to get influence in the political process is not clear,” Costar says. “What is clear is there is a lack of transparency that makes it difficult for the public to see where the most powerful influences are coming from.”

During the 2011-12 financial year, political parties and their associated entities were required to give details of all receipts above $11,900.

There is currently a discussion to reduce the threshold for political donations disclosure.
